BP PAULSBORO TERMINAL – CLEANUP PROGRESS UPDATE

RAW Approval: On 27 February 2009, the NJDEP approved the first of thirteen individual Remedial Action Workplans (RAWs) that are being prepared to describe how the final cleanup of the Site will be completed for the 16 areas into which the Site has been divided (termed Remedial Management Units or RMU’s). As discussed during the January 2008 Public Meeting, the cleanup (interim remedial measures) has been initiated while investigation of the Site was being completed and it continues today while the RAWs are being prepared. The first RAW covered how cleanup of groundwater beneath the Site and surrounding area will be completed; it also provides framework for how cleanup of the remaining sources of chemical impact in the other RMUs at the Site will be completed. A copy of the RAW for RMU-5 (site-wide groundwater) is available at the Paulsboro Municipal Building.

 

RAW Schedule: NJDEP has approved BP’s schedule for submitting the remaining 12 RAWs for the Site. Accordingly, BP will provide the NJDEP four of the RAWs in April, two of the RAWs in May, three of the RAWs in July, and the remaining three RAWs in August. Five of the next six RAWs to be submitted will include plans to excavate impacted soil and then cap as the primary remedies for five on-site RMU areas. Subject to NJDEP approval of these RAWs, BP is planning to hire contractors and complete the excavation activities in the third quarter of 2009. The excavated materials requiring off-site disposal will be properly characterized, manifested and transported to approved disposal and recycling facilities. Any soil that needs to be brought on Site for filling and capping will be approved through a Soil Acceptance Plan that will be submitted to the NJDEP. The sixth RAW to be submitted in the April-May time period will cover finalization of the cleanup in RMU-4 which is the off-site neighborhood adjacent to the Site (between Mantua and Beacon Avenues and between Riverview Avenue and Second Street; active cleanup of this area was initiated in 1996 and is nearly complete. Information on the remaining RAWs will be posted on the Paulsboro Terminal website and in additional mailings and notices closer to the time they are submitted to and approved by the NJDEP.

 

GCIA Site Redevelopment: BP continues to meet regularly and work closely with the Gloucester County Improvement Authority (GCIA) to ensure cleanup and redevelopment of the Site proceed effectively. Any specific information about the plans to redevelop the site as a port is to be provided by GCIA.
