BP PAULSBORO TERMINAL - CLEANUP PROGRESS UPDATE - January 2010

 

Progress Update: On 27 February 2009, the NJDEP approved the first of thirteen individual Remedial Action Workplans (RAWs) that have been prepared to describe how the final cleanup of the Site will be completed for the 16 areas into which the Site has been divided (termed Remedial Management Units or RMU's). The cleanup (interim remedial measures) was initiated while investigation of the Site was being completed and it continues today while the remaining RAWs are being reviewed. The first RAW covered how cleanup of groundwater beneath the Site and surrounding area will be completed.  The other RAWs address how clean up of the remaining sources of chemical impact in the other RMUs at the Site will be completed.  Copies of each of the approved RAWs are available at the Paulsboro Municipal Building.

 

Between February and October 2009, BP submitted all 13 of the Remedial Action Workplans (RAWs) required by the NJDEP for the Site.  As of 1 Jan 2010, NJDEP has approved seven of the RAWs and BP has commenced with performance of the work described in the approved RAWs.  Specifically, this first phase of work includes obtaining all required permits, excavation, and off-site disposal of soil at approved facilities, and backfilling the excavations and former stormwater management basins with clean fill (stone).  The excavation activities commenced in early 2010.  All of this work will be performed at interior parts of the Site, greater than 600 feet from Mantua Avenue and the neighborhood.  There will be some truck traffic involved in exporting soil and importing the clean fill during this time.  All such traffic will use the approved Borough truck routes.

 

Site Redevelopment: BP continues to meet regularly and work closely with the Gloucester County Improvement Authority (GCIA) to ensure cleanup and redevelopment of the Site proceed effectively.  In September 2009 the Gloucester County Improvement Authority (GCIA) and the South Jersey Port Corporation (SJPC) held a groundbreaking ceremony at the Site to mark the beginning of the Site Redevelopment process.  In the weeks and months since then, GCIA has begun initial Site preparation work for construction of the Port, including clearing, grubbing and Site grading (earthmoving).  You may have noticed increased truck traffic going to the Site recently; this has included shipment of clean soil and equipment to the Site to be used in grading activities.  This Site preparation activity is expected to continue for the next 6 to 9 months.  BP continues to meet regularly with the GCIA and SJPC to ensure that cleanup and redevelopment of the Site continue to proceed safely and effectively and in accordance with NJDEP regulations and requirements.
